The What is Happening Now News Ticker

I have a question about “What is happening now”.
‘XY sent a card to Norway’ - does it mean XY just got the recipient’s address or did the postcard arrive and was just registered?
‘WZ received a card from Poland’ - I think it’s clear that the card was just registered.
I’m unsure. Can you shed some light? It’s for deciding when the chances might be best to draw an especially interesting address.
