Strange Label from Japan Post

Hello there Folks

I received a postcard from Japan that took 160 days to arrive but it had this label attached to it. Has anyone seen this before?

This is a CN26 Label.

According to document from Ministry of Internal Affairs and Communications (総務省) of Japan, when packeting surface mails into a mailbag (international exchange), which is not packeted correctly, that label is used when tied together.
Maybe this label should be removed when opening the mailbag, but your local post office forgot to do that.
