Hi, I’m from China. And yes, it’s a bookmark. You can put the deer part between the pages and leave the chain outside.

It is a bookmark, and BTW, it looks like a nine colored deer (九色鹿). The nine colored deer is a cartoon character originated from a Buddha wall painting called “鹿王本生图” in Dunhuang Mogao Grottoes #257 (敦煌 莫高窟 第257号洞).
