[NOT A BUG] Bug on RAS RR Photo Gallery

In the past, I could add photos to the Gallery on the Random Acts of Smileness RR. Today, the edit icon is gone. I still see it on other RR galleries. Any clues? Screen shot (it’s not in the upper right corner of the topic, either):
