Have you tried it? And what about the reply from Mexico?
It used to be allowed but that was over a century ago. Today PhlPost would have already made arrangements with a third country to provide transit service to Mexico. Seeing that you cannot send a letter from the Philippines to Mexico means that such arrangements could not be made (some countries have suspended all transit service due to Covid restrictions) and so your idea might not work anyway. But who knows?

For what it’s worth during the Cold War the US Postal Service could not send anything to Viet Nam directly. If you mailed a letter to VN the USPS automatically routed it to Moscow or Bangkok for further transmission by the Soviet or Thai posts. The Vietnamese routed their USA bound mail to Phnom Penh and then it would be routed to Bangkok.
