I keep a postal scale at home…generally 5 cards and the envelope weigh 1 ounce, and travel domestically for 1 forever stamp. I’d suggest spliting 8 cards into 2 envelopes, but I’ve never used a customs form for sending multiple cards in a small regular envelope overseas…perhaps its a recent rule change?

Well described, but for clarity “postal cards” [the kind you buy from the post office with no picture side] are documents - but “post cards” [the kind we send] are not documents, they actually are merchandise.
Easy way to think of it, when you buy a postal card from the post office, no VAT - but when you by a post card (even when purchased at the post office) there will be VAT included in the price… because it’s merchandise.
